Introduction

The SEDA-COG Metropolitan Planning Organization (MPO) is collaborating with PennDOT on the deployment of electric vehicle (EV) charging infrastructure to meet community needs and enhance accessibility across PA. The SEDA-COG MPO region is projected to receive up to $2.3 million for EV charging projects from the Community Charging Program. Help shape the process by answering a quick charging uses survey and identifying needed charging project locations on a map below. We will also hold two community workshops for residents, businesses, and organizations to learn more information and provide their feedback on EV charging infrastructure – see the Key Dates section to the right.

The Infrastructure Investment and Jobs Act, commonly known as the Bipartisan Infrastructure Law (BIL), allocates funding for enhancing infrastructure across the United States. This includes a $5 billion investment over five years dedicated to establishing electric vehicle (EV) chargers along Alternative Fuel Corridors (AFCs) and other strategic locations nationwide through the National Electric Vehicle Infrastructure (NEVI) program. Under this program, Pennsylvania has been allocated $171.5 million in formula funding as specified by BIL.

PennDOT is responsible for implementing the NEVI Program in Pennsylvania with a significant portion of the funds (approximately $80 million) allocated to community-focused charging use cases. Initial AFC deployments are managed by PennDOT at the state level and are required to be fully built out (FBO) before funds can be allocated to other projects across the Commonwealth. Efforts following AFC deployments are community-focused and will be carried out in close collaboration with MPOs such as SEDA-COG to ensure that the deployment of EV charging infrastructure meets local community needs and enhances overall accessibility across the state.

PennDOT has developed a NEVI Community Charging Program guidance document and asked MPOs to complete Community Charging Use Case Rankings and Priority Communities tables for EV charging infrastructure. The SEDA-COG MPO will be conducting community outreach via public workshops and this project page prior to submitting the requested tables to PennDOT by the deadline on July 31, 2025. These efforts build on the planning and public engagement completed for the EV Charging Stations Study that the SEDA-COG MPO adopted in 2024. PennDOT plans to run a funding opportunity and award community charging funding to EV charging station project contractors directly. These efforts are contingent upon receiving AFC FBO certification from the Federal Highway Administration (FHWA) and/or updated FHWA NEVI Formula Program guidance.
