Introduction

Every two years, the SEDA-COG Metropolitan Planning Organization (MPO) updates the region's Transportation Improvement Program (TIP). The TIP is a federally required, short-range plan that provides information regarding multimodal transportation projects, including traditional highway/bridge and transit projects, along with bicycle/pedestrian, aviation, and freight-related improvements that are federally funded or deemed regionally significant.

The projects listed in the TIP are developed in cooperation with PennDOT, local governments, regional transit providers, and the public. Projects and phases of projects in the TIP must be fiscally constrained by Federal Fiscal Year (Oct. 1 – Sept. 30) with respect to the anticipated available funding and within the bounds of financial guidance. The TIP must also be consistent with the goals and strategies in the MPO's Long-Range Transportation Plan. Although the TIP is comprehensively updated every two years in Pennsylvania, it serves as a living document that is constantly being revised and amended.

Public outreach is a crucial component of updating the TIP. The release of the 2025 Transportation Performance Report (TPR) by the State Transportation Commission (STC) on Feb. 26, 2025, was the official start of the 2027 Program update process in Pennsylvania. PennDOT, the STC, and the MPO welcomed the public to review the TPR before providing input and feedback on transportation priorities to help identify projects for the 2027 Program. The STC's 2027 TIP update public comment period took place from Mar. 3 through Apr. 30, 2025. During this comment period, the public was encouraged to take an online transportation survey to share their transportation priorities and concerns and attend an Online Public Forum held on Apr. 10, 2025. To increase public participation and gather as much feedback as possible, PennDOT, the STC, and the MPO reinforced this public outreach effort by informing stakeholders and the public about the Transportation Survey and encouraging participation through social and traditional media. The public feedback collected through the transportation survey was used to shape the 2027 TIP and project selection processes for it.

During spring 2025, the MPO also met with local officials and PennDOT to consider priorities for the TIP update, particularly regarding local bridge and safety needs. Coordination continued throughout 2025 on carry-over and new projects to add to the TIP. On Apr. 10, 2026, the MPO approved advertising the TIP projects and supporting documentation for a public comment period from Apr. 22 to May 22.
